Currently Nepal is still in the midst of immediate earthquake relief, although due to it's extrem protectism, they are stopping some foreign aid such as that from the British, at the borders. The people for the most part however are proving themselves resilient and are rising to the challenge of recovery. Nepal is currently in crisis. The people there are stuggling to rebuild their homes and survive another day. The are not equipped to fully enter a free market system. They do not have the time, the resources, the capital or knowledge to try and develop a competitive market. The government is going to be needed to disrtibute aid, assist in the rebuilding of the infrastructure and economy and organize the development of a new multinational export opportunity in hydroelectricity. Well the the downside to this is that it could increase dependence on the government and lead to apathy amoung some citizens, at this point, the government needs to stablize and lead Nepal through this time of disaster recovery.

Yes and no. Nepal's government has a tumultuous past. After overthrowing their monarchy just 7 years ago, the country became a multi-party republic. Since that time, their have been up to 30 parties with seat in the House at any given time with the majority held by a Maoist group which has done nothing but cause further discourse and conflict. This government needs to find some unity and start acting as one on behalf of the people in order for this economic plan to have traction. It is hoped that through the disaster of the earthquake, the government will begin to fnd it's stride and learn, with the guidence of more developed republics and democracies, how to best serve Nepal.
